Phu Tho police prosecute three for trafficking minors

Phu Tho Provincial Police have initiated criminal proceedings against three individuals for the trafficking of persons under the age of 16. The suspects have been identified as Pham Minh Duc (born 1999), owner of Tokyo Karaoke; Luu Duc Ngoc (born 1982), owner of Thien Duong Karaoke; and Do Chi Hieu (born 2008).

The investigation began following reports on July 27, 2026, regarding a girl under 16 and a woman being held at the Tokyo Karaoke establishment in Tam Duong, Phu Tho. Police inspections revealed that Pham Minh Duc had engaged in financial negotiations with Luu Duc Ngoc to transfer the two women from Ngoc’s establishment to Duc’s karaoke bar for work.

Following confessions from the suspects, authorities issued formal charges under Article 151 of the Penal Code. The investigation remains ongoing as police work to clarify the full extent of the involvement of other related parties.
