Phuc Khanh commune implements grassroots Party building initiatives
In Phuc Khanh commune, Lao Cai province, local authorities are implementing grassroots Party building methods to strengthen community ties and improve governance. Following a merger, the commune manages 11 villages with over 8,500 residents across 12 different ethnic groups.
To address socio-economic challenges and uneven population distribution, the commune Party Committee launched Plan 07-KH/DU, titled ‘Clinging to villages, staying close to the people - For community solidarity’. The initiative operates under the principle of ‘Listening to the people, understanding their needs, and earning their trust.’
Local officials have focused on direct engagement rather than office-based management. This approach has led to practical improvements in economic development, crop and livestock restructuring, and disaster prevention. Notable community projects include the ‘Fatherland Flag Road,’ which was developed through socialized funding.
