Piedras Negras City Council rejects 2027 Revenue Law

The municipal government of Piedras Negras, Coahuila, faces legislative hurdles following the rejection of its proposed 2027 Revenue Law by the City Council. The project, which sought to collect approximately 1.316 billion pesos, was defeated in a vote of 11 against 9. This proposal represented an increase of over 60 million pesos compared to the 2026 budget. The administration, led by Mayor Jacobo Rodríguez, must now revise the document and seek new agreements before the September 15 deadline to submit the project to the State Congress; otherwise, the municipality will be forced to adhere to the 2026 revenue levels.

In a related development, Mayor Rodríguez has addressed disputes regarding the revenue law for SIMAS, the local water utility. The Mayor proposed a 4% increase to account for inflation, but noted that the utility currently lacks a Council due to a constitutional controversy. Rodríguez accused political opponents of attempting to paralyze the utility by proposing a budget without the increase, arguing that failing to adjust for inflation would create severe financial pressure on SIMAS operations.
