Piedras Negras Mayor proposes selling drainage services to Coahuila State

During an informative assembly in Piedras Negras, Coahuila, Mayor Jacobo Rodríguez proposed a plan to charge the State Government for wastewater arriving at the local treatment plant. Currently under state administration, the plant receives wastewater from the city for free, while the municipality absorbs various infrastructure costs.

Rodríguez suggested that “selling the drainage” to the State Government could serve as a source of municipal revenue. However, legal experts note that under the Water Law for the Municipalities of Coahuila, drainage and wastewater services are defined as municipal public services. Any fundamental change to this structure would require adherence to existing legal frameworks and official agreements rather than a unilateral mayoral decision.
