PISA results show declining student performance in France and Luxembourg

The 2025 PISA survey results indicate a decline in academic performance among 15-year-old students in France and Luxembourg.

In France, student scores have reached a historic low. Mathematics scores dropped to an average of 458 points, a decrease of 16 points from 2022 and nearly 30 points since 2018. Additionally, reading comprehension has fallen by over 40 points in the last decade. Currently, 36% of French students do not meet expected mathematics standards, and only 4% are classified as high performers, compared to 15% in 2003.

In Luxembourg, reading comprehension scores also showed a downward trend, falling from 488 points in 2012 to 443 points in 2025. Experts from the Luxembourg Centre for Educational Testing (Lucet) noted that while international rankings are not the primary focus, the data highlights growing inequities and skill gaps that begin as early as primary school.
