Plastic industry faces scrutiny over recycling claims and production policies

A report by the nonprofit Center for Climate Integrity (CCI) alleges that the plastics and petrochemical industries have engaged in a decades-long campaign of deception regarding the viability of plastic recycling. According to the report, industry executives have known since the 1980s that plastic recycling could not serve as a permanent solid waste solution because recycled materials struggle to compete economically with virgin plastics. Currently, the U.S. plastic recycling rate remains below 10 percent.

In a separate analysis, a study by Oxford Economics commissioned by the International Council of Chemical Associations (ICCA) examined different policy pathways to address plastic pollution. The study suggests that targeted waste collection and recycling incentives in high-leakage regions could achieve similar reductions in plastic leakage as a 5% cap on virgin plastic production, but at a lower economic cost. The report notes that a production cap could lead to significant declines in household welfare across various regions, including East Asia, Western Europe, and North America.
