Romania faces critical PNRR deadline for salary reform and project receptions

Romania is facing a critical deadline of August 31 to meet key milestones of the National Recovery and Resilience Plan (PNRR). To secure approximately 7.57 billion euros in remaining funds, the government must finalize thousands of pending investments and pass essential legislative reforms.

The National Liberal Party (PNL) has proposed an extraordinary parliamentary session between August 24 and 28 to vote on a unitary salary law for the public sector. This reform is a mandatory PNRR milestone, with failure to pass it potentially risking 770 million euros in funding. While political negotiations have increased the projected additional expenditure for this reform from 8 billion lei to 12.1 billion lei, concerns remain regarding fiscal stability and the impact on the national deficit.

Administratively, the country is racing to complete the reception of approximately 4,500 projects. Local authorities have been urged to accelerate procedures, with some institutions implementing extended working hours to ensure projects are officially received before the deadline. In Bihor, the rehabilitation of the Leșu Dam, a 113 million lei project, was successfully completed under the PNRR framework.
