Podgorica council seeks to void quarry approval on Morišnja hill in Kučima

Members of the Democratic Party of Socialists (DPS) in the Assembly of the Capital City have submitted a proposal to repeal the previous consent that allowed settlement of property‑rights issues for a planned quarry on Morišnja hill in the Kučima area. The DPS motion, presented in early April, argues that the original decision violates zoning regulations, lacks an environmental impact assessment, and was reached without local residents’ input. It also alleges a conflict of interest involving the parcel owner and the director of the construction firm Putevi, suggesting that the arrangement could enrich private parties at the expense of public assets.

The proposal calls for the Assembly’s earlier approval to be declared null and directs the City Asset Directorate to follow legal procedures for a new review. DPS officials say the decision was legally unsound and that proceeding with the quarry could cause irreversible damage to the municipality’s land and infrastructure. The Assembly is expected to debate the motion at its next scheduled session.
