Poland advances digital governance with nation‑wide mObywatel app and AI initiatives

Poland is three‑quarters of the way through a two‑year digital revolution, positioning itself as an EU leader in digital public services. The flagship mObywatel citizen app, built in‑house by the Ministry of Digital Affairs and released as open source, now digitises almost every government service: it stores official documents, enables tax payments, creates legally valid electronic signatures and works with Google Pay and Apple Pay. The app also allows users to file a digital accident report and is the first EU‑compliant identity wallet for children under the upcoming eIDAS 2.0 framework.

Beyond the app, Poland is expanding its high‑tech ecosystem. The country hosts the PIAST AI gigafactory and Europe’s first room‑temperature quantum computer, and it has developed a Polish‑language AI model, PLLuM, integrated across government agencies. Multinational firms are increasing investment, exemplified by Visa’s €500 million commitment across the eurozone and continued R&D expansion in Poland. These initiatives are presented as part of a broader strategy for technological sovereignty and resilience within the EU.
