Poland implements fuel price caps under CPN program
Poland has implemented the third phase of the ‘Ceny Paliwa Niżej’ (CPN) program to combat rising fuel costs. The initiative includes reducing VAT from 23% to 8% and lowering excise duties, with measures expected to last through 2026.
As part of this package, the Ministry of Energy sets daily maximum retail prices for gasoline (Pb95 and Pb98) and diesel. For October 8, 2026, the maximum limits were set at 6.83 PLN/l for Pb95, 7.71 PLN/l for Pb98, and 7.74 PLN/l for diesel. These limits are subject to frequent adjustments based on wholesale market trends and global oil prices.
The program is funded by a new 60% windfall tax on fuel companies achieving extraordinary profits, a measure signed by President Karol Nawrocki. This tax is intended to cover the estimated 5 billion PLN cost of the support package. Meanwhile, the International Energy Agency has advised the release of oil reserves to stabilize global markets amid geopolitical tensions in the Middle East.
