Poland clarifies legal duties for heirs and drivers

Polish law states that inheritance transfers at the moment of death, making heirs immediately liable for the decedent's obligations, including utility bills and other property expenses. Solidarity applies, so creditors such as housing cooperatives or energy suppliers can demand full payment from any or all heirs, who may later seek reimbursement from co‑heirs. Families are advised to notify gas, electricity and internet providers with a death certificate and may transfer or terminate contracts depending on whether the property will remain occupied.

Separately, Poland has eliminated the requirement for drivers to carry a physical driver's licence, registration certificate or liability‑insurance policy. Authorities can verify a driver’s licence, vehicle registration and insurance status using the Central Vehicle and Driver Register (CEPiK). While physical documents are no longer needed, penalties still apply for driving without a valid licence, insurance or technical inspection, ranging from fines of 1,500 zł to 30,000 zł and possible vehicle impoundment.
