EU advances carbon emission reforms and mining safety mandates
The European Union is advancing significant regulatory changes regarding carbon emissions and energy policy. The European Parliament has agreed to accelerate work on providing free CO2 emission allowances to industry, a move intended to protect energy-intensive sectors like steel and cement. MEP Adam Jarubas is advocating for an additional 4 billion euros in free allowances to support European companies.
In parallel, the EU is working toward a target of reducing net emissions by 90 percent by 2040. This includes expanding the Carbon Border Adjustment Mechanism (CBAM) to cover more processed goods and closing loopholes to prevent evasion. Additionally, the implementation of the ETS2 system, which covers fuel combustion in buildings and transport, has been postponed to 2028.
In Poland, the mining sector faces scrutiny regarding safety and staffing. Piotr Litwa, President of the Higher Mining Authority (WUG), emphasized that financial savings must not compromise workplace safety. He has formally requested coal companies to analyze their workforce numbers and qualifications in light of technical and economic transition plans. Meanwhile, the government is pursuing a new windfall tax on fuel companies, a move criticized by PiS MP Zbigniew Kuźmiuk as a political maneuver.
