Poland considers mandatory neutering for dogs and cats
A citizen's legislative project regarding animal protection is under consideration by a parliamentary committee in Poland. The proposal includes a mandate for the compulsory neutering of almost all dogs and cats across the country, regardless of gender.
Under the current draft, the requirement would extend to indoor pets, such as cats that do not leave the house. Owners would generally be responsible for the costs of the procedure and would have a specified timeframe to comply. Exceptions are proposed for animals kept by professional breeders for breeding purposes, but the draft does not currently provide a specific exemption for strictly indoor pets.
The project, which received over 534,000 signatures, also aims to reform shelter operations, animal identification, and combat animal homelessness. While some aspects of the proposal have been addressed by other legislation, the mandatory neutering provision remains a central and undecided element of the ongoing committee deliberations.
