Poland enforces electric scooter regulations for minors
In Poland, strict regulations govern the use of electric scooters and bicycles by minors. Children under 13 are prohibited from using electric scooters on public roads. For teenagers aged 13 to 18, riding an electric scooter requires a bicycle card or a valid driving license (categories AM, A1, or B1).
Failure to comply with these rules can lead to significant legal and financial consequences. In a recent incident in Żagán, police intercepted a 14-year-old speeding on an electric scooter without the required permits. The teenager's mother was fined for allowing an unlicensed minor to operate the vehicle, and the case was referred to the family and juvenile court.
Beyond fines, non-compliance poses risks regarding insurance coverage. If a rider lacks the necessary qualifications or modifies the vehicle's speed limits, insurance companies may refuse to pay out damages in the event of an accident, leaving the operator or guardian liable for all costs. Additionally, starting June 3, 2026, users under 16 will be required to wear helmets.
