Poland expands eligibility and funding for Clean Air home renovation program

From 20 July 2026 Poland's Clean Air (Czyste Powietrze) programme will adopt a set of reforms aimed at simplifying access and increasing financial support for home‑energy‑efficiency upgrades. The most notable changes are new exemptions to the three‑year property‑ownership rule, allowing owners who acquired a house through inheritance or who have held at least a one‑year share of at least 50 % of the property to apply for subsidies.

Funding limits for selected retrofitting works will rise by roughly 10 %, with higher maximum rates for wall insulation (up to 275 zł/m²), window replacement (up to 1 320 zł/m²) and door replacement (up to 2 750 zł/m²). The repayment period for advance payments is extended from 120 to 180 days, and more professionals will be authorised to certify completed works. After 2026, support for electric heating other than heat‑pump systems will end. Programme officials Dorota Zawadzka‑Stępniak, president of the National Fund for Environmental Protection and Water Management, and Robert Gajda, deputy president, highlighted the focus on beneficiary safety and project quality. Legal experts warned that the new ownership‑exception rules could raise questions about equal treatment under the law.
