Poland expands social housing: Łódź to start rental agency and national program aims 30,000 units by 2030

The Łódź City Council approved the creation of a Social Rental Agency that will act as an intermediary between private landlords and tenants, renting apartments from owners and re‑letting them at rates below market levels. The agency aims to increase rental security for both tenants and owners, with analysis and public consultations planned before detailed rules are set.

At the national level, the Ministry of Funds and Regional Policy announced a Social Initiative Housing (SIM) programme targeting people who cannot obtain a mortgage and are not eligible for municipal housing. The plan calls for more than 30,000 rental units to be built by 2030, with projects already under construction in places such as Ryk, Dąbrowa Tarnowska, Kaczory and other towns across Poland. The units will be offered on a rental‑to‑ownership basis, with local municipalities and the State Treasury co‑financing the developments.
