Poland: Experts debate parliamentary term limits and electoral reform
Political experts in Poland are discussing potential reforms to the country's electoral and parliamentary systems. Political scientist Antoni Dudek has advocated for the introduction of term limits for members of parliament. He argues that current regulations, which limit terms for the president and local government heads but not for MPs or senators, lead to political alienation and prevent generational renewal. A survey by SW Research indicated that 67.6% of Poles support term limits, though Dudek remains skeptical that politicians will vote to limit their own power.
Separately, Professor Jarosław Flis and the National Electoral Commission (PKW) have highlighted the need to adjust the number of parliamentary mandates per electoral district to reflect demographic shifts. The PKW notes that the current distribution violates the Electoral Code, as population migration has created discrepancies between resident numbers and assigned seats. While the PKW has proposed an automatic correction mechanism, implementation is hindered by the conflicting interests of current lawmakers from districts that might lose representation.
