Poland heating market: rising fuel costs and new regulations
The heating season in Poland is facing significant economic and regulatory shifts. Coal prices remain high, with private stock prices reaching approximately 2,000 PLN per ton, while state-owned mining groups like PGG report a 25% increase in sales compared to the entirety of 2025. Despite high demand, increased supply from state mines is currently awaiting government decisions.
Pellet prices are also a major concern for homeowners. While prices in Germany have stabilized around 500 EUR per ton, Polish rates remain high, typically between 2,000 and 2,500 PLN per ton. To address supply issues, some suppliers have begun importing high-quality pellet from Argentina and Brazil.
In response to environmental concerns, the Ministry of Climate and Environment is drafting new regulations to establish stricter quality requirements for various biofuels, including wood pellets, briquettes, and non-wood biomass. These rules aim to limit the sale of low-quality fuels and reduce emissions. Additionally, authorities remind citizens that burning wood with a moisture content exceeding 20% is prohibited and can result in fines of up to 5,000 PLN.
Local municipalities are also facing rising costs. In Świdnica, rising waste management expenses are leading to proposed increases in municipal fees, while Elbląg is considering similar hikes to cover budget deficits caused by rising energy and administrative costs.
