Poland faces controversy over medical fees for Ukrainian refugees
Following the expiration of special legislation that provided free medical services to Ukrainian refugees with UKR status, many individuals are facing significant financial barriers to healthcare in Poland. To regain access to medical services through voluntary contributions, the National Health Fund (NFZ) has informed some Ukrainians that they must pay a one-time additional fee of approximately 17,000 PLN.
This requirement stems from general healthcare laws regarding gaps in contribution payments. The Polish Commissioner for Human Rights, Marcin Wiącek, has challenged the validity of these charges, noting that these individuals were recently entitled to benefits similar to insured citizens. In response, the NFZ stated that refugee support falls under EU social assistance regulations rather than standard contribution periods.
Currently, the only options for those affected are to apply for an exemption or request to pay the fee in up to 12 installments based on difficult material, family, or health circumstances. The Commissioner’s office continues to seek clarification on the inconsistent practices used by various regional NFZ branches.
