Poland faces digital sovereignty challenges amid European tech shifts

A report titled ‘Cyfrowa racja stanu’ (Digital Reason of State), prepared by the Polish Cloud Employers' Association, indicates that Poland is lagging in the race for digital sovereignty. The report highlights a growing dependence on third-country technology providers, noting that the trade deficit in digital products exceeded 60 billion PLN in 2025.

Wiesław Wilk, chairman of the Polish Cloud Association, stated that the nation is at a turning point where digital sovereignty must be defended to ensure national security. He noted that while Poland faces challenges, other nations are taking decisive action. For instance, France announced the largest migration of public administration from Windows to Linux in European history, aiming to cover 2.5 million positions to reduce reliance on American technology.

Similarly, Denmark has moved to migrate from Microsoft 365 to LibreOffice within its Ministry of Foreign Affairs and cities like Copenhagen and Aarhus, citing geopolitical risks and data security concerns. At the European Union level, the European Commission awarded a 180 million euro tender to four European providers to supply a sovereign cloud computing service for EU institutions and agencies.
