Poland's deposit system faces recycling shortfalls and municipal losses

Poland's deposit-return system for packaging is facing significant financial and operational challenges. Recent data indicates that only approximately 60% of bottles entered the system in early 2026, falling short of the 77% recycling target set for this year. Failure to meet these quotas could result in multi-million zloty fines for local governments and producers, costs that may ultimately be passed on to consumers.

Local municipalities are already reporting substantial losses. The Kraków Municipal Waste Management Company (MPO) reported a loss of 9.5 million PLN in the first half of the year, with projections suggesting even deeper deficits by year-end. This is largely due to a 50% drop in revenue from selling recovered plastic and metal, combined with a 15% increase in waste management costs as the stream of materials shifts to the deposit system.

Effective waste segregation remains a critical factor. While PET, HDPE, and PP plastics are highly recyclable, items like toothbrushes and multi-layer toothpaste tubes should not be placed in standard plastic recycling bins as they are difficult to process.
