Poland faces risk of losing 790 million PLN in civil defense funds

Poland's Ministry of Interior and Administration has identified a high risk that approximately 789.7 million PLN allocated for the construction and modernization of civil defense shelters may go unspent by the end of the fiscal year. The funds, part of the Population Protection and Civil Defense Program for 2025–2026, are currently at risk due to local governments' inability to complete complex administrative procedures, documentation, and procurement processes in time.

To prevent these funds from returning to the state treasury, the ministry is preparing to liberalize regulations. The proposed changes aim to increase flexibility, allowing authorities to redirect unspent money toward other urgent civil defense needs. This includes purchasing equipment for firefighters, enhancing state communication systems, supporting non-governmental organizations, and investing in modern early warning and public alarm systems.
