KARR flood relief funds under investigation by CBA
The Central Anticorruption Bureau (CBA) is investigating the distribution of approximately 4.5 million PLN in flood relief funds in Lower Silesia. Investigations center on three companies in Dziwiszów that received significant support following the September 2024 floods.
One beneficiary is a company owned by the husband of Anna Konieczyńska, a politician for Koalicja Obywatelska and vice president of the Karkonoska Agencja Rozwoju Regionalnego (KARR), an agency owned by the Lower Silesian regional government. The company received a 200,000 PLN loan. Reports from Wirtualna Polska indicate that satellite imagery and fire service records do not show evidence of flooding at the specified properties. The Jeżów Sudecki municipality admitted to using simplified procedures based on applicant statements without independent verification of damage.
Other recipients include a neighbor's company, which received 3.2 million PLN, and a local media company that received over 1.1 million PLN. In the case of the latter, the Bank Gospodarstwa Krajowego noted the absence of a required impartiality declaration. The Ministry of Development and Technology has requested lists of beneficiaries and evidence of damage from local municipalities to review the criteria used for aid distribution.
