Poland's 'Czyste Powietrze' program gets major July 2026 reforms

From 20 July 2026 the National Fund for Environmental Protection and Water Management (NFOŚiGW) will implement a package of changes to the “Czyste Powietrze” home‑renovation scheme. The reforms relax the three‑year property‑ownership rule, allowing owners who acquired a house by inheritance, co‑ownership or after one year to apply. Subsidies for thermal‑modernisation rise by 10 % – maximum grants increase to 275 zł/m² for wall insulation, 1 320 zł/m² for windows and 2 750 zł/m² for doors. The pre‑financing period is extended from 120 to 180 days, and documentation of work can be issued by a broader range of qualified professionals. After 2026 the programme will no longer support electric heating that is not a heat‑pump, focusing aid on the most efficient solutions. Programme director Dorota Zawadzka‑Stępniak said the changes “respond to residents’ needs and improve safety for beneficiaries”, while deputy director Robert Gajda highlighted the shift toward heat‑pump heating.

Since its launch in 2018, “Czyste Powietrze” has signed 971 000 agreements and disbursed almost 22 billion zł, with more than half of that amount paid in the last two years. The current budget of 10 billion zł, financed from the Modernisation Fund, will support the expanded eligibility and higher grant ceilings introduced by the July reforms.
