European Union driving regulations trigger major licensing changes
European Union regulations are driving significant changes to driving laws and licensing across member states, notably in Poland. A major shift involves the phase-out of unlimited driving licenses. Approximately 15 million Polish drivers holding documents issued before January 19, 2013, must replace them with time-limited versions. This mandatory exchange is scheduled to occur between 2028 and 2033 to prevent administrative bottlenecks.
New rules for novice drivers include a mandatory probation period. For adults, this lasts two years, while for 17-year-olds, it lasts three years (up to age 20). During this period, a zero-tolerance alcohol limit (0.0 promille) will be enforced. Drivers exceeding 12 penalty points will be required to undergo practical training at a cost of 500 PLN.
Regarding senior drivers, the European Parliament has reached a compromise to avoid age-based discrimination. While member states may choose to shorten the validity of licenses for those over 65 to facilitate more frequent medical examinations, it is not a mandatory requirement for all. This follows concerns regarding vision degradation and reaction times in older motorists.
Additionally, Poland is implementing stricter penalties for various traffic violations, including increased fines for cyclists and higher administrative fees for vehicle owners who fail to identify the driver in speeding camera incidents.
