Poland spatial planning reform deadline approaches

Poland is undergoing a significant spatial planning reform as municipalities face a deadline of August 31, 2026, to adopt General Plans (Plan Ogólny). This new document will replace existing studies of conditions and directions of spatial development.

Failure to adopt these plans by the deadline will have major consequences for local development. In municipalities without a General Plan, the issuance of new decisions on land development conditions (WZ) will be restricted starting September 1, 2026. This transition aims to reduce urban chaos and manage infrastructure costs, but it poses risks to investors and farmers.

The Association of Rural Municipalities of the Republic of Poland (ZGWRP) has expressed concerns regarding the reform. While supporting the need for planning, the ZGWRP noted that only about one-fifth of municipalities have successfully adopted General Plans. They warned that the current timeline may not reflect the actual capabilities of many local governments and emphasized the need to prevent investment paralysis and excessive compensation claims for landowners.
