Poland launches digital diplomas in mObywatel app

On 30 June 2026 the Polish government announced that universities can now issue digital diplomas through the mObywatel mobile application. The diplomas—covering first‑, second‑degree, doctoral and habilitation degrees—carry the same legal authority as paper versions and are secured with an electronic signature and seal. From 1 January 2027 they will become the default form of issuing graduation certificates.

The rollout is enabled by the Ministry of Digitalisation, the Ministry of Science and Higher Education and the Information Processing Centre (OPI). Deputy director of OPI, Marek Michajłowicz, highlighted the reduced printing and administrative costs for universities, while vice‑minister of digitalisation Dariusz Standerski called the document “a document that opens doors” for graduates and employers. Minister of Science and Higher Education Marcin Kulasek said the Electronic Diploma Repository will provide safe, permanent access and strengthen the international standing of Polish degrees. The service requires users to have an mDowód; diplomas issued before 2027 will not be retroactively added, but graduates can download PDFs of the diploma, supplement or excerpts from the app.
