Polish government rolls out tax, housing, environmental and rental reforms

The National Revenue Administration (Krajowa Administracja Skarbowa) launched the e‑Licytacje portal, an online marketplace for assets seized for tax debts, allowing citizens to purchase real estate, vehicles and other items.

A draft amendment to the tenancy‑rights law would permit owners or managers to enter rented flats for technical inspections or emergencies, with fines of up to 5,000 zł for tenants who refuse.

The "Czyste Powietrze" programme was modestly reformed: exceptions on the three‑year ownership rule were widened and additional 10 % subsidies were added for certain energy‑efficiency works. A voluntary list of trusted contractors is being prepared.

Legislation under the Ministry of Development and Technology would make balconies, loggias and terraces part of the building’s common property, shifting maintenance costs to housing cooperatives.

The Ministry of Climate and Environment is advancing the UC‑100 bill on extended producer responsibility, aiming to expand deposit schemes and set stricter rules for packaging, textiles, oil and tyre waste.

Finally, a new law classifies short‑term holiday rentals as hotel services, creating a central register and giving municipalities and housing communities the power to restrict such rentals within their territories.
