Poland lawmakers propose changes to prevent mobile payment errors

Polish lawmakers have introduced a legislative project to amend the Electronic Communications Law aimed at preventing errors in mobile payments, such as Blik transfers. The issue arises when a phone number changes ownership, but the previous owner's banking details remain linked to that number, causing funds to be sent to the incorrect recipient.

The proposed amendment would require telecommunications operators to provide payment service providers or payment organizations with lists of numbers that have been reassigned to new subscribers after a contract is terminated.

Telecommunications companies have expressed opposition to the proposal, arguing that it unfairly shifts the responsibility for securing financial services—which they do not provide or manage—onto them.
