Poland Ministry of Finance proposes centralizing local tax interpretations

The Polish Ministry of Finance is proposing significant changes to how tax and local fee interpretations are issued. Under the new legislative project, the authority to issue these interpretations would be consolidated. Instead of being distributed among approximately 2,500 local government authorities—including mayors, presidents of cities, and voivodeship marshals—the responsibility would shift to a single entity: the Director of National Tax Information.

The Ministry aims to resolve discrepancies where similar cases are assessed differently depending on the municipality. The scope of this change includes various local taxes and fees, such as real estate tax, transport tax, agricultural tax, forest tax, and various local fees like market or advertising fees. The goal of this consolidation is to ensure greater uniformity in tax rulings and provide more efficient access to decisions.
