Poland opposes EU proposal to redirect ETS revenues

Poland is opposing a European Commission proposal to transfer a portion of revenues from the Emissions Trading System (ETS) from national budgets to the EU budget. Polish officials argue this shift would reduce available funds for domestic environmental protection investments. To discuss Warsaw’s negotiating position ahead of the October EU budget summit, European Council President Antonio Costa is scheduled to meet with Prime Minister Donald Tusk.

Economic concerns regarding the ETS are mounting in Poland. Industry representatives note that ETS-related costs can account for up to 50 percent of industrial energy prices in Poland, significantly higher than the EU average of approximately 11 percent. Experts warn that without reforms to align emission costs with industrial competitiveness, the high cost of energy could hinder the country's energy transition and broader economic resilience.
