Poland plans administrative reforms and municipal status changes

Poland is considering significant administrative changes affecting local government structures and municipal statuses. A legislative proposal by the Polska 2050 party aims to reform municipalities with up to 20,000 residents. The plan would mandate the creation of residential districts (osiedla) within cities in these smaller municipalities, allowing them to access financial mechanisms and participatory tools similar to those available to rural villages (sołectwa). Under this proposal, district chairpersons would be elected through direct secret ballots, and these districts would be covered by the village fund (fundusz sołecki). Existing units would need to be adjusted by December 31, 2028.

Separately, the Ministry of Interior and Administration has drafted a regulation to grant city status to twelve Polish towns starting in 2027. These include locations such as Czudec, Gorzyce, and Mielnik. The government's plan also includes adjustments to the boundaries of several municipalities and cities across various voivodeships, as well as a proposed name change for the Chełm municipality to Pokrówka. While local government consent is a significant factor, the Council of Ministers is not strictly bound by local opinions or consultation results.
