Poland plans higher excise taxes on alcohol, tobacco and e‑cigarettes for 2027

The Polish government intends to raise excise duties on several consumer products in 2027. A 5% increase is certain for alcohol, while a possible 15% hike is being discussed, which could add roughly 1–1.20 zł to a bottle of vodka and 5–8 gr to a beer. The plan also includes a 15% rise on traditional cigarettes, potentially raising the price of a pack from 20 zł to about 26 zł, and higher taxes on e‑cigarette liquids and sugary drinks.

The proposals have drawn criticism from the Ministry of Agriculture and Rural Development, which warned that steep tax hikes could lower demand for alcoholic beverages, reduce production, and hurt the supply chain for agricultural raw materials such as grains, potatoes, hops and fruits. The Finance Ministry, led by Minister Andrzej Domański, argues the measures are justified on public‑health grounds and aim to curb consumption, especially among youth and dependent individuals.
