Poland proposes mandatory ATM surveillance to combat fraud

The Polish Ministry of Justice has proposed new regulations to increase transaction security and combat payment fraud. Under the proposed UC132 project, being developed by the Ministry of Finance and Economy, banks and ATM operators would be required to record the images of customers using their machines. These recordings would be stored for 90 days to ensure law enforcement agencies, such as the police and prosecutors, have sufficient time to access them before data is overwritten.

One of the most controversial aspects of the proposal involves individuals who intentionally attempt to hide their identity. The Ministry suggests that persons who cover their faces or parts of their faces in a way that prevents identification while using an ATM or deposit machine could face fines or reprimands. This proposal is currently in the legislative stage and is subject to change.
