Poland proposes new noise regulations for mass events
Poland is considering legislative amendments to the Environmental Protection Law and the Mass Event Safety Act. The proposed changes aim to grant local municipalities greater control over noise levels generated by public events.
Under the new regulations, municipal councils would be empowered to establish local rules regarding noise, including designating specific areas—such as near residential zones, hospitals, or recreational areas—where restrictions apply. The rules could also dictate permissible hours for loud events and specific noise emission conditions. To obtain a permit, organizers will be required to meet environmental noise protection standards; failure to comply with acoustic norms would result in the denial of event authorization.
Regarding current mass event safety protocols, organizers must apply for permits at least 30 days in advance. This process requires opinions from the Police, State Fire Service, medical rescue services, and the state sanitary inspector. For sports matches, an event is classified as a mass event if it exceeds 1,000 attendees at a stadium or 300 in a building. However, certain exceptions apply, such as school events or youth competitions, which are exempt regardless of attendance numbers.
