Poland proposes new regulations for car rentals and short-term housing
Poland is preparing new legislative changes that will impact both the car rental and short-term rental sectors.
A proposed amendment by the Ministry of Justice will require car rental companies to verify whether potential clients have active judicial bans on driving. Simply presenting a physical driver's license will no longer be sufficient. Failure to comply with this verification duty could result in fines of up to 30,000 PLN. Experts from 4Mobility have noted that there are currently 263,000 active driving bans in police records.
In the real estate sector, a draft amendment to the Act on Hotel Services is moving through the Sejm. This would regulate short-term rentals (stays of up to 30 days) by requiring owners to register their properties in a special registry. Intermediary platforms like Airbnb and Booking.com would be obligated to verify these registration numbers before allowing listings. Additionally, the new rules would make it easier for housing associations to implement bans on short-term rentals within multi-unit buildings to improve resident comfort and security.
