Poland proposes new traffic fine rules and vehicle scrapping regulations

The Polish Ministry of Infrastructure is proposing new regulations to tighten the identification of drivers responsible for traffic violations. Under the new project, if a vehicle owner identifies a driver who committed a violation, that driver must submit a statement either accepting or refusing the fine. If the procedure is not completed within the required timeframe, the vehicle owner may face significant administrative fines. These fines are intended to address the issue of unpunished violations; for example, speeding violations could result in fines for owners ranging from 1,500 PLN to 7,500 PLN, while running a red light could cost 3,000 PLN.

Separately, changes to vehicle scrapping regulations are introducing new administrative requirements. While licensed scrap yards will begin electronically notifying the Central Vehicle Register (CEP) of decommissioned vehicles starting June 30, 2026, the process is not instantaneous. Drivers may still face inquiries from the Insurance Guarantee Fund (UFG) to prove they maintained valid third-party liability insurance during the period between the physical scrapping of the vehicle and the official administrative decision to deregister it.
