Morawiecki‑backed plan to replace 800 plus with parental salary and child‑funded pensions

The association Rozwój Plus, founded by former prime minister Mateusz Morawiecki, has presented a report on Poland’s demographic crisis. It proposes scrapping several existing family benefits – the 800 plus allowance, the “babciowe” payment, the “kosiniakowe” and the Active Parent programme – and introducing a single “parental salary”. The new benefit would be paid to one parent of a child aged 0‑3 years at the level of the minimum wage (currently 4 806 zł gross per month). It would be taxed and subject to social‑security contributions, thereby increasing the parent’s future pension entitlement.

In parallel, the report suggests a “family pension contribution” whereby a quarter of a working child’s pension contribution would be redirected to the parents (one‑eighth to each). This mechanism is intended to boost parents’ retirement savings and encourage higher fertility. The authors estimate the gross cost of the parental salary at 40‑42 billion zł per year, falling to 23‑25 billion zł after eliminating the existing programmes. The proposals aim to address the projected decline in the working‑age population and the strain on Poland’s pension system.
