Poland proposes reforms to Solidarity Fund and awards banking education contract

The Polish government is proposing legislative changes to the Solidarity Fund to increase transparency and control over its multi-billion zloty budget. The Ministry of Family, Labour and Social Policy has drafted an amendment that would require separate bank accounts for every individual program and task funded by the Fund. This measure aims to prevent the pooling of resources and facilitate easier verification of expenditures, though it will impose new organizational and accounting obligations on NGOs and local governments.

In a separate development regarding financial oversight, the Warsaw Institute of Banking has been awarded approximately 11.7 million PLN to develop a financial education platform for the years 2026–2029. This project follows a competition announced by the Ministry of Finance. Additionally, reports indicate that between 2024 and 2026, a foundation established by the Polish Bank Association and various banks received nearly 14.6 million PLN, stemming from funds originally designated as penalties for banks.
