Poland plans major tax reforms including internet relief abolition
The Polish Ministry of Finance has announced a series of significant tax reforms aimed at aligning the tax system with current socio-economic realities. A primary component of the proposal is the abolition of the internet tax relief, a measure introduced in 2005 to combat digital exclusion. Officials noted that with 96.2 percent of households now having internet access, the relief no longer serves its original purpose and instead reduces state budget revenues. To protect existing users, the project includes a grandfather clause allowing those who first use the relief in the year preceding the change to continue for two additional years.
Other proposed changes include increasing the blood donor tax deduction by 100 percent to recognize social contributions to healthcare. For higher earners, the government plans to raise the second PIT threshold from 120,000 to 130,000 PLN and introduce a new 24 percent tax rate for income between 130,000 and 150,000 PLN, with the 32 percent rate applying only to amounts exceeding 150,000 PLN.
Additionally, the reform targets large corporations by proposing an increase in the CIT rate from 19 to 22 percent for companies with annual revenues exceeding 50 million euros. The solidarity tax is also expected to rise from 4 to 5 percent. For entrepreneurs, the revenue limit for the lump-sum tax (ryczałt) is proposed to drop significantly from 2 million euros to 250,000 euros, which could force thousands of businesses to switch to the tax scale or linear tax models.
