Poland pushes local‑content programme for state‑owned energy and defence projects

The Polish government is accelerating a "local content" initiative that aims to increase the participation of domestic firms in large‑scale investments, particularly in the energy and defence sectors. A Code of Good Practices was signed by Prime Minister Donald Tusk in June and will be applied to state‑owned companies, local authorities and private firms. The Ministry of State Assets, together with the Central Statistical Office, will monitor the domestic component of projects, starting with the energy industry.

Deputy Minister Grzegorz Wrona said the scheme is intended to keep taxpayer money within Poland by ensuring projects employ Polish workers, pay taxes and build local competencies. The programme is built on four pillars that include strengthening market positions of Polish firms in supply chains, enhancing strategic supply security, a long‑term public‑procurement policy, and developing support tools for investors. The market response has been described as more positive than expected.
