Poland reinstates fuel price caps and VAT reductions

The Polish government has reactivated the CPN (Ceny Paliwa Niżej) program, effective from August 17 to August 31, 2026, to mitigate rising fuel costs. The package includes reducing the VAT on gasoline and diesel from 23 percent to 8 percent and implementing daily maximum retail price limits set by the Ministry of Energy.

As of mid-August, maximum prices for Pb95 gasoline have fluctuated around 6.41 PLN per liter, with Pb98 and diesel limits also being adjusted daily. Prime Minister Donald Tusk noted that these measures have reduced fuel prices by approximately 10 percent, though the program is expected to cost the state budget significant sums.

In related fiscal developments, discussions are underway in the Sejm regarding PIT (Personal Income Tax) reforms. Proposals include raising the first tax threshold, with some variants suggesting a move to 130,000 PLN or even 171,000 PLN. Additionally, a proposed increase in the CIT rate from 19 percent to 22 percent for large entities with revenues exceeding 50 million EUR is being considered to help fund these social and economic measures.
