Poland rolls out 'Local Content' program to increase domestic firm share in major projects

The Polish Ministry of State Assets is implementing a "Local Content. Z korzyścią dla Polski" programme aimed at raising the share of Polish companies in large‑scale investments, especially in energy, infrastructure and defence. The initiative is backed by a Code of Good Practice signed in June by Prime Minister Donald Tusk and a new state procurement policy for 2026‑2029.

Companies are already adapting, registering Polish headquarters and planning to hire locally to qualify for upcoming contracts. The Ministry has appointed dedicated local‑content officers in state‑owned enterprises and recommends the approach for municipalities and private firms as well.

To monitor progress, the Ministry signed an agreement with the Central Statistical Office on 10 July to develop methodology for measuring the domestic component, starting with a pilot in the offshore wind sector. The programme seeks to return taxpayer‑funded money to the Polish economy by ensuring that projects employing billions of zlotys involve domestic suppliers and labour.
