Poland announces major tax, agricultural, and administrative reforms

Poland is implementing several significant economic and administrative changes. The Ministry of Health announced that health care spending is projected to reach 274.1 billion PLN in 2027, representing 7 percent of GDP.

In the agricultural sector, the Ministry of Agriculture and Rural Development is accelerating subsidy advances to September 8 to support farmers facing financial pressure from extreme weather. Direct payment advances will be 70 percent of the due amount, while area payments may reach 85 percent.

The Ministry of Finance is proposing a restructuring of the PIT tax scale for 2027. This includes raising the first tax threshold to 130,000 PLN and introducing a new 24 percent bracket for income between 130,000 and 150,000 PLN. Approximately 3.5 million taxpayers are expected to benefit, with potential annual savings of up to 3,600 PLN.

Administrative digitalization is also advancing. From November 1, 2026, registering a new business in the CEIDG will be mandatory online via Biznes.gov.pl or the mObywatel app. Additionally, the Ministry of Justice is planning to allow electronic submission of land and mortgage register applications, potentially by late 2027 or 2028.

Finally, experts recommend maintaining a cash reserve as an emergency measure in case of digital infrastructure failures or blackouts.
