Poland sees surge in land development applications

Poland is experiencing a significant surge in applications for land development conditions (WZ). According to an analysis by the Polish Economic Institute (PIE), the median number of issued decisions in 2024 rose by 25.6% compared to 2023, while the average increase reached 36%.

This spike is attributed to a rush by landowners and investors to secure documentation before upcoming changes to spatial planning regulations. Following a reform introduced on July 24, 2023, municipalities that fail to adopt a general plan while lacking a local spatial management plan will lose the ability to issue development condition decisions. Under the new rules, such decisions will eventually only be permitted in areas designated in general plans or within specific built-up supplement areas.
