Poland Sejm passes major tax reforms and alcohol excise increases

The Polish Sejm has passed significant legislative changes affecting personal income tax (PIT) and alcohol excise duties. The tax reform raises the first PIT threshold from 120,000 PLN to 130,000 PLN, where a 12% rate will apply. A new intermediate tax rate of 24% will be introduced for income between 130,000 PLN and 150,000 PLN, while the top rate of 32% will apply to earnings exceeding 150,000 PLN. Approximately 3.5 million taxpayers are expected to benefit from these changes. Additionally, an amendment introduced by Ryszard Petru mandates automatic inflation-based indexation of tax thresholds starting in 2028.

In a separate measure, the Sejm approved increases to excise duties on alcoholic beverages, effective January 1, 2027. The new rates include ethyl alcohol increasing to 10,109 PLN per hectolitre of 100% alcohol, beer increasing to 13.82 PLN per hectolitre per Plato degree, and cider/perry (up to 5% alcohol) increasing by 20% to 116.40 PLN per hectolitre. The additional revenue generated from these excise hikes is designated to fund the National Health Fund (NFZ).
