Poland announces major tax and excise reforms for 2027

The Polish government has announced a comprehensive package of tax reforms and regulatory changes scheduled to take effect on January 1, 2027. Key measures include a significant increase in VAT for specific non-alcoholic beverages, such as energy drinks and non-alcoholic beers or wines containing at least 20 percent juice, raising the rate from 5 or 8 percent to 23 percent.

Additionally, the government plans to raise excise duties on alcohol, including beer, wine, and ethyl alcohol. The resulting surplus, estimated at approximately 1.4 billion PLN annually, is earmarked for the National Health Fund to support healthcare services and treat alcohol-related complications. The sugar tax will also be tightened, shifting the payment obligation to producers and importers and increasing the maximum tax per liter.

Income tax changes include a proposed transition to a three-tier PIT scale, raising the first threshold to 130,000 PLN. A 17 percent lump sum tax is also proposed for income from rental and lease agreements. To improve administrative efficiency, the Ministry of Finance is considering a 'silent consent' rule for certain tax decisions and plans to delay financial penalties for errors related to the National e-Invoice System (KSeF).
