Poland approves 102 billion PLN civil defense and metropolitan rail programs

The Polish government has adopted a major Population Protection and Civil Defense Program for the years 2027-2031, with a total budget of 102.4 billion PLN. Prime Minister Donald Tusk announced that approximately 30 billion PLN of this funding will be directed to regional and local governments to enhance crisis preparedness. Key investments will focus on building shelters, improving warning systems, securing communications, and ensuring the continuity of water and energy supplies.

In addition to national security measures, the Council of Ministers approved a multi-year program for the development of metropolitan railways in the Tricity area for 2026-2029. As part of this, PKM SA has launched a tender for the construction of the PKM Południe line, which will connect Gdańsk Śródmieście to the Kowale junction. This railway project, estimated at 2.3 billion PLN, is funded by the Railway Fund (1.5 billion PLN), EU FEnIKS funds (500 million PLN), and local government contributions. The new line is expected to be operational by 2030.
