Poland to simplify de minimis aid via new central registers

The Polish Council of Ministers has adopted a draft bill aimed at simplifying the process for businesses to apply for de minimis aid. This type of public support is subject to limits set by European Union regulations.

Under the proposed changes, entrepreneurs will no longer be required to submit certificates or declarations regarding previously received aid. Instead, this information will be accessible through two new central public registers. One register will cover aid in agriculture and fisheries, while the second will cover all other sectors.

The project, prepared by the Government Legislation Centre, utilizes existing databases such as the Public Aid Registration System (SRPP) and the Public Aid Data Sharing System (SUDOP). These registers will be maintained by the relevant monitoring authorities, including the minister responsible for agriculture and the President of the Office of Competition and Consumer Protection.

Additionally, selected public institutions—including courts, the prosecutor's office, the Police, the Central Anticorruption Bureau, the General Inspector of Financial Information, and the National Revenue Administration—will receive broader access to this data to facilitate their statutory duties.
