Poland updates regulations for housing areas and public shelters

The Polish Ministry of Development and Technology has stated it does not plan to introduce new legislation regarding the use of common areas in residential buildings. While property managers have requested clearer rules to allow for the removal of items like bicycles, strollers, and furniture from stairwells, the Ministry maintains that existing laws already prohibit obstructing evacuation routes. The Ministry intends to focus on strengthening the internal regulations of housing communities instead.

Separately, the Ministry of the Interior and Administration has issued a new regulation regarding shelter requirements for public utility buildings. Not all such buildings will be required to provide protective structures or shelters. Exemptions will apply to buildings without underground floors with an internal area of less than 5,000 square meters, or those accommodating no more than 50 people. Certain administrative buildings and historical sites are excluded from these exemptions. Additionally, minor expansions of existing buildings may not trigger new shelter requirements, and civil protection authorities may grant individual exemptions based on technical feasibility, local demand, or disproportionate costs.
